The guard’s top officer has unveiled about a dozen reforms in response. The Arizona Corporation Commission may be looking at the issue of deregulation for electric utilities again. Experts say they expect this budget cut to be worse for Arizona than the housing bubble.The city of Phoenix has started a project to paint rooftops white to cut energy costs and greenhouse gas emissions.
